
SENATE CONCURRENT RESOLUTION NO. 28

Requesting the Tax Commissioner study all tax credits and other
business incentives to determine the extent to which these
methods of jobs creation cost the state.
Whereas, There exist numerous and diverse provisions of the
tax code of our state which extend tax credits and other incentives
to attract business to the state; and

Whereas, The great number and diversity of these credits and
other incentives confound any reasonable attempt by legislators to
arrive at a conclusion as to whether these incentives are effective
in accomplishing the good intended; and

Whereas, A knowledge of the facts regarding the cost to the
state is essential in making judgments upon any proposed
legislation to extend business incentives; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Tax Commissioner of
the State of West Virginia review, examine and study all tax
credits and other tax incentives for the purpose of determining the cost to the state of providing tax incentives; and, be it

Further Resolved, That the Tax Commissioner report to the
regular session of the Legislature, 2002, as to the Commissioner's
findings and any recommendations the Commissioner may have; and, be
it

Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the Tax
Commissioner.
